Initial reports all claiming talks were centered on arms delivery of advanced missile systems to Iran
The chief of Iran’s Quds Force (an elite international branch of Iran’s military), Qassem Soleimani, reportedly met with Russian President Vladamir Putin mid-July. The leaders reportedly discussed regional issues as well as plans to proceed with the delivery of S300 missile systems. Soleimani met with Russia’s Defense Minister Sergei Shoigu as well.
According to Iranian sources, Soleimani made it to Moscow despite a UN sanctioned travel ban. US media reported that he arrived to Moscow on July 24th, visiting with Russian officials over a three-day period of time.
Iran has been actively and rapidly increasing its military capabilities, including advances in defense systems.
The United States recognized the Quds Force as associated with terrorism in the Middle East region, leading to a Security Council ban on Soleimani travelling internationally. Following the reports, the White House responded to reports that “We will maintain sanctions on the Islamic Revolutionary Guard Corps, the Quds Force, its leadership – including Qassem Soleimani – and its entire network.”
